Referring to your letter No 11868/1900 dated
24th instant (answered separately), I venture to offer
some explanatory observations on the last paragraph of the extract from the despatched contained in your letter.

The report dated 13th April 1899 was in no way intended as a final statement of requirements.
It was a report on the office as it then existed furnishing to the latest possible date (March 1899) all dat, from which the Government could draw
its own conclusions.
The additions asked for (paragraph 10) were submitted as immediately and imperatively necessary pending re-organization, less than two months after the assumption of duty by the writer.
